I did notice the PDC, which does not have the DHCP scope activated, NACKed a IP request, but that was because I changed the scope on the BDC DHCP server whoes scope is activated. Part of the range I assigned to the PDC DHCP was previously used by the BDC DHCP. So that was proper behaviour.

When the DHCP server is in the same subnet with the client, and AFTER a DHCP DISCOVER, OFFER, REQUEST, and ACK are communicated (so now the client has a DHCP lease), the client will send out a DHCP INFORM. The local DHCP server unicasts an ACK to the client. There is no problem with this scenario.
